The 2011 plan for Joshua

On February 24th the Joshua city council met for our annual planning session for the city.  The city council and city staff maintain a working list of action items for the city as prioritized by the council each year.  The goal of this list is to keep the city moving towards the objectives at hand for a better tomorrow and to work through challenges faced by our community.

This year the council worked through 38 items to prioritize with the following designations:
Top Priority - 7 items
High Priority - 10 items
Medium Priority - 10 items
Low Priority - 11 items

Each council member present ranks the list according to their opinion on the priority of each item and then the city manager tabulates the results. Many of the items carry over from previous years due to the nature of the tasks being ongoing or multi-year projects.  The following is the tabulated list for 2011:

Operations of City Park
  • Plan for special events – spring play day, citizen appreciation, splash pad opening, JBA opening day
Fire Station design and construction
  • Complete design
  • Begin and complete construction
Joshua Station/TIF Development
  • Design of Park & Ride

  • Site Plan for Town Homes
  • Site Plan for Pad Sites

Bond Election Implementation
  • Complete design of drainage projects (2010 – 2011)

Continue implementation of Parks Master Plan
  • Identify land for additional park and recreation facilities as outlined in Parks Master Plan
  • Identify and seek funding for land acquisition and construction to continue implementation of the Parks Master Plan
PD & FD Communications & P25 Compliance i.e. Explore participation in countywide dispatch and/or other options for dispatch

HIGH
Economic Development Program
  • Finalize incentive policy
  • Regular reports from ED consultant
  • Update demographics, psychographics and traffic counts
Fire Department equipment plan
  • Development long term equipment replacement plan
Revitalization of Hwy 174 corridor
  • Initiate working group with Burleson and Cleburne for joint plan
Continue implementation of drainage plan and explore additional funding mechanisms
  • Create plan for and identify funding for other projects identified in study
Continue to enhance Code Enforcement efforts (proactive v. reactive)
  • Rental inspection ordinance
  • Permitting and Code software
Plan for Use of Old Fire Station
Pursue Partnership with YMCA for Recreation Facility

  • Evaluate Cross training
  • Adding full time paid firefighters

MEDIUM
Plan to revitalize downtown area
  • Develop downtown master plan
  • Develop detailed criteria for development in the downtown area
Sex Offender Ordinance
Finalize boundary and ETJ with Burleson and Cleburne
  • Work with Cleburne on boundary issues in the south
  • Approach Burleson re: additional areas to the east of City
  • Map of final boundaries
  • Meeting of all Councils
Evaluate and revise drilling ordinance i.e. Road Use Fee
Implementation of on line bill pay options for court, garbage bills, and other City fees
Marketing/Branding campaign for the City
