January 2010 City Council Meeting

On January 21st the council met for our monthly work session and regular session.

We're in the process of applying for an Energy Efficiency Conservation Block Grant that would come to about $40,000 for upgrades to City Hall to make it more efficient and lower utility costs.

Last month Councilman Walden inquired about the recent reports of toxic gasses around gas wells in the area so we reviewed a recent report from the Texas Commission on Environmental Quality that shows no such levels at any of about 125 tested sites. The council is taking no further action at this time, but will monitor additional test reports as they are available.

The council approved adding a use for "Light Manufacturing and Light Assembly" and a conditional use permit for such at 619 N. Broadway.

After lengthy, detailed review of our city school zones direction was given to staff to make several changes to the effective times of several zones in the city to better flow traffic during times when children are not going to or getting out of school.

The council approved amendments to our solid waste code of ordinances to bring it in line with our current contract with IESI. Also included was an addition restricting trash being placed out for pickup no earlier than 7pm before a pickup day. As I drive around the city I see trash out pretty much any day of the week waiting for the next pickup day and it brings down the look of our town so I'm happy the council chose to enact this.

The council approved lowering several building fees to be more in line with neighboring cities. I was happy to see this as well and will always vote for lower fees as long as internal costs are covered.

The council voted to provide a 4% salary increase to our city manager, Paulette Hartman after her annual review in executive session. Mrs. Hartman is an invaluable asset to the City of Joshua and I look forward to working with her for the rest of my term in office.
